For IT services and software companies

IT and software tenders in the Nordics and the Baltics

Government agencies and municipalities in Sweden, Norway, Denmark, Finland and the Baltics buy software development, system implementation and licences, often through multi-supplier framework agreements. MarketScope collects IT tenders and their winners from TED, Doffin, Hilma and the German portal, follows central purchasing bodies and shows where competitors win contracts.

What we monitor

IT is one of the largest CPV groups in public procurement, so the problem is not finding notices but filtering the ones that match your skills and size. The pack assigns every tender to an IT area, scores it and shows who has won similar contracts before.

IT services and software

The full CPV 72 (IT services) and 48 (software packages) groups in the Nordics and the Baltics; in Germany and Poland, software development, IT consulting and business software licences.

Framework agreements and central buyers

Kammarkollegiet, Adda, Hansel, Statens og Kommunernes Indkøbsservice, Digitaliseringsdirektoratet, DFØ, CPO LT, Registrų centras and the State Digital Solutions Agency are tracked as buyers.

Digitalisation, cloud and security

News from Computer Sweden, Digi.no, Version2, Computerworld DK, Digitoday, heise online, eGovernment and Computer Weekly on public-sector IT projects, cloud, cyber security and AI.

Competitor wins

Atea, Tietoevry, CGI, Netcompany, Nortal, Knowit, Visma, Solita, Gofore and others – 28 Nordic, Baltic and international IT firms in the radar, together with the contracts they win.

The ready-made IT and software pack

The pack runs eight procurement feeds: TED tenders and awards for the Nordics and the Baltics, a separate TED query for Germany and Poland, and Doffin, Hilma and oeffentlichevergabe.de notices. For news it uses 20 sources in eight languages, Estonian included: Nordic and German IT media, Lithuanian business and science portals, and Google News queries on IT procurement in Sweden, Finland and Estonia.

Six rules separate IT procurement and framework agreements, public-sector digitalisation, competitor wins, cloud, cyber security and AI, licences and vendors, and risks such as incidents, disputes and bankruptcies. Scoring reads the CPV code to place each notice in one of 11 areas, from software development and consulting to hosting, networks and security software, and ranks Lithuania first.

Countries and sources

Procurement sources: Norway via Doffin and TED, Finland via Hilma and TED, and Germany via oeffentlichevergabe.de and TED. Notices from Sweden, Denmark, Iceland, Lithuania, Latvia and Estonia come through TED. For Germany and Poland the pack uses a narrower list of CPV codes, so the feed stays relevant. Winners in Norway, Finland and Denmark are enriched with data from the official company registers. See how monitoring works country by country on the public tenders page.
