Public tender monitoring

Nordic and EU public tender monitoring

MarketScope collects public tender notices from the EU portal TED, Norway's Doffin, Finland's Hilma and Germany's oeffentlichevergabe.de, links them into projects and shows where it is worth submitting a bid or offering your services to the winner.

A project from plan to start of works

Different notices about the same project are linked into one, so you see its whole path.

Planned

Prior information notices and news about planned projects: a tender is likely within a few months.

Tender

A published procurement with deadline, value and buyer. Approaching deadlines are shown separately.

Winner

A contract award notice naming the winner: time to offer services or subcontracting.

Start of works

News about works that have started and their progress.

Countries and sources

SourceCoverageWhat is collected
TED (Tenders Electronic Daily)All EU countriesNotices above EU thresholds, by your CPV codes and countries
DoffinNorwayNational procurements, including lower-value ones
HilmaFinlandNational procurements, including lower-value ones
oeffentlichevergabe.deGermanyProcurement notices from the federal data service

The Lithuanian CVP IS is not yet among the automated sources. Lithuanian procurements published on TED are collected if Lithuania is included in the search.

Score and next step

Every project is scored 0–100 according to the priorities you set: country, type of works or services (by CPV codes and title), value, stage, whether a contact is available, and source.

Each project comes with a next step, for example "send a proposal to the winner" or "prepare for a tender expected in 2–6 months".

Winning contractors are shown as potential customers or partners, together with the number of tenders they have won and their register data.

History

For a new project you can load up to 12 months of tender history, so you immediately see who is winning and where.

Frequently asked questions

Which countries' public tenders can be monitored?

The whole EU via TED, plus the national portals of Norway (Doffin), Finland (Hilma) and Germany (oeffentlichevergabe.de).

How is this different from a procurement portal subscription?

Notices about the same project from different portals are linked into one project: plan → tender → winner → start of construction, and each gets a score based on your priorities and a clear next step.

Will I see who won the tender?

Yes, once the winner is published. Winners are shown as potential customers or partners, with register data where available.
