Nordic public procurement: where a Lithuanian company can find tenders
Public procurement in the Nordic countries is a large market for Lithuanian contractors, manufacturers and service companies. Often the hardest part is not winning but finding the right tender in time. Here is where to look and how to avoid spending hours on daily searches.
Main sources
| Country | Where it is published | Notes |
|---|---|---|
| All EU countries | TED (Tenders Electronic Daily) | Procurements above EU value thresholds |
| Norway | Doffin | Both national procurements and those above EU thresholds |
| Finland | Hilma | Both national procurements and those above EU thresholds |
| Sweden, Denmark | TED and national notice platforms | Smaller procurements are published on national platforms |
Tender documents are often downloaded not from the notice portal itself but from the procurement system named in the notice. This usually requires registration.
Value thresholds: what is published where
TED publishes only procurements above the thresholds set by the EU (they differ for supplies, services and works and are updated periodically). Smaller procurements stay on national portals. So if you monitor only TED, you see most of the value but not all the tenders.
The language barrier
Notices are written in the country's language: Norwegian, Swedish, Danish, Finnish. Two practical rules:
- Search by CPV codes. They are the same across the EU; for example, division 45 covers construction works.
- Write keywords in the local language and use word stems (e.g. "sykehus*", Norwegian for hospital).
TED, Doffin and Hilma in one place
MarketScope collects notices by your CPV codes and keywords, links them into projects and scores them 0–100.
Book a demoHow to filter without drowning
- Choose 2–4 CPV groups that genuinely match your works.
- Specify countries and, if relevant, regions.
- Set a minimum value below which bidding is not worth it for you.
- Monitor winners too: if you do not bid yourself, the winner may become your customer.
What to do when you find a tender
Check the deadline and the qualification requirements, download the documents from the procurement system named in the notice and assess whether you need a local partner. If the tender is too large, find out who will bid and offer subcontracting.
